Changing Delivery in VL03N

D friends,

I’ve a following issue:

1. As per my company’s policy, I’ve not given authorization of VL02N to any of the end users. However, they have been given authorization of VL03N.
2. Now the problem is that in VL03N, the users click the Display <-> Change (Ctrl+ F1) button and the delivery document opens in the change mode.
3. There, users are able to do any modification they want. But still t.code remains VL03N.
4. Due to this problem, our purpose of restricting users to modify delivery document is getting defeated.
5. SAP has given VL03N for display only. So why this loop hole has been left!? And now how to cover this loop hole?
